this may come as a shock to you but countries actually pursue their own interests. Bulgaria was already exhausted from three major catastrophic wars, freeing up German manpower and trading with Germany was already a sufficient benefit for the Axis.if you consider the internal politics of the different states, the issue becomes even clearer. bulgaria was already a divided and politically fragmented country, it had its hands full dealing with its internal affairs and was certainly not excited for the prospect of another total war. most countries were not, and largely sided with the Allies or the Axis as a compromise. Hungary is a great example. these countries had limited goals and therefore a limited commitment to the Axis, they did not believe in total war to the end, the factions that did were extremely radical fascist ideologues who had basically put their lives on the line for the cause of the Axis, these are the people who knew they would get slaughtered if the Allies won (as happened for example in Romania when the communists took over). so countries where this element was strong and radical enough to be in control, or to at least take control, continued fighting to the end. those who had different conditions, did not do so.italy is another great example. much of the country and even the fascist party had no desire to fight to the end, which is why they removed Mussolini. the radical elements established the Salo Republic with the help of Germany and continued the fight.even in Germany this division existed. consider for example the German army officers trying to assassinate Hitler in order to end the war, and also the difference between Hitler's attitude of war to the end, and even radical ideologues like Himmler who instead believed in trying to negotiate peace.
