Unification movements that achieve their goals are literally always a net positive for the constituents. Being under one government is always better than being under 20.

USSR and Balkans prove this false, as do collapsing empires in general. Somalia/Somaliland demonstrates that sometimes it's easier for half a country to pull itself together than for the whole thing to do so. USA does both at once and it's the most powerful country on the planet.
