It is teleological because even when societies fail not everything is lost and the new starting point is a higher one than the previous. People wont suddenly forget great works of art and science and so forth. Even africa is evolving but in its own timeline of course. There are similar convergence spaces though, so the same teleology can play out in different contexts. I dont know if the universe itself is cyclical or teleological.
