Italian fascism wasn't as autistically totalitarian as German fascism, they took years to move in the direction of seriously giving a fuck about tightly regulating the personal lives, racial background, etc of otherwise obedient subjects.

It's because in the Functionalist vs Intentionalist debates over the causes of the Holocaust the moderate functionalists are in the right, while the nazis wanted to expel and murder large numbers of Jews to reshape Germany and Eastern Europe they did not have a plan from day one for total extermination of Jewish people, instead they ended up moving towards total extermination over time as their previous ideas proved impractical or ideologically unacceptable as the nazi party internally radicalized.

They didn't have unlimited power, they had a ton of squabbling cliques they mostly knew how to wrangle in their desired direction but still had to appease and deal with constant internal power struggles from their underlings backstabbing each other.

Because when the Nazis came to power legal norms were still in place and they planned on getting rid of Jews by deporting them. WW2 erased all legal and diplomatic norms and gave them the cover to get rid of Jews by killing them

Of course you can, plenty of Fascist movements outside of Italy and Germany put far less emphasis on expansionism and imperialism.
