There was never going to be any Polish entity, either as a Soviet republic or even as a district, and no Polish communist organizations either, Stalin purged them years prior. The whole idea behind the Polish partition between the Nazis and the Soviets was that the Western parts would be Germanized and the Eastern parts assimilated by East Slavs.
