Some admiral wrote a book about how every major world power was built on the back of a strong navy and at the time the latest generation of battleships had prior ships so outclassed that everyone was essentially building up from square one making it feasible for the Germans to compete (at least in their minds). Hindsight is 20/20, but the decision to try build a proper navy then and there wasn't some absolutely braindead idea at the time.
