Why do some people think international law supersedes state law? For that matter, is there any legal basis to enforce international law on individual citizens of any given state?

People are stupid. Go figure.

Enforcement of international law is normally called "warfare." But, ironically, it is in keeping with good strategy to call it something else, like "international law."

You think you're being smart, punk?
Of course international law supersedes the law of any individual state.
In our age of increasing globalization international law is necessary to bring criminals who can cross borders to heel.
I'd suggest you comply pal, you don't want to know what happens to those who willingly abet and and bring succor to wanted criminals.
