Gaius Julius III Caesar adopted Juba II into the family before Octavian became his legal heir, and Juba II had the name "Gaius Julius (IV) Juba" before Octavian took on the names of his granduncle.
The Julii name probably had a connection to the greek founding of IOL/Cherchell, whom Juba II renamed into Caesaria Mauretania after his adoptive family.
Both Octavian and Juba II belonged to old stock equestrian families with connections to the aegean, particularly Bithynia and the Ionian coast (old center of greek philosophy before the fake & gay refocus onto Athens), which is probably why Caesar decided to adopt Juba II into his own family to "correct" the pro-grecoroman numidian house rather than ending it.
If he had not paid respect to Juba I by adopting his son Juba II, he would seem like a massive hypocrite regarding his "Queen of Bithynia" mockname, plus seem like a backstabber to anyone deciding to side with Rome against the rivals of heir own region, like Juba I and his ancestor Massinissa had done to help Rome against Carthage.

Gaius Julius Caesar was in practice much closer to Juba II than to Octavian, which is why Juba II became the babysitter of Augustus' heir presumptive Gaius Caesar (Son of Agrippa), and why Augustus let Juba II marry the daughter (Cleopatra Selene II) of Caesars ex Cleopatra VII in order to correct the betrayal and Alexander-larping of Mark Antony.
