I always used to think that racism is a global phenomenon and the majority would discriminate against the minority regardless, but based on what I hear from the Internet things are actually a little different.

For example, compare Japan and South Korea, two homogenous and pretty xenophobic East Asian countries with pop culture exports. Japan, despite being very xenophobic, is surprisingly tolerant when it comes to races and ethnicities (except towards Chinese, Koreans, or Japanese-Brazilians). I hear about how the Japanese pays homage to black rnb music where they worked with black producers, and how black people like Michael Jackson felt respected in Japan, whereas South Korean pop/R&B is more of a mockery/stereotype/appropriation, and that Koreans irl don't like black people despite liking their culture. China is a bit of a mix, because I hear some stories about how super racist they are, and other stories that they are pretty chill with foreigners, but China is a huge country with 1b+ people, so it's not fair to compare with Japan and Korea. Still Korea never had imperial history like Japan or China, so how did they develop these attitudes? Is it the American military influence? I think weeb bias plays a role in perception, because I see Japanese people wear dreadlocks and many blacks see it as more appreciation than appropriation, but if anyone else does it (a white, Korean, or Latino in particular), it's automatically seen as appropriation regardless their intentions.

Let me use European countries for example, because I think it's more easy to see perspective. For example, Poland vs Hungary or Slovakia. All three countries are in Central Europe that share similar politics, culture, and Soviet sphere, and similar in lack of immigrants compared to Western Europe. Yet I hear a lot about how discriminatory Hungarians are to foreigners, whereas despite being the most homogenous country in Europe, Poland is surprisingly one of the least racist countries in Europe.

Or let me compare med countries Portugal and Spain vs Italy. I hear stories about how Portugal and Spain is very welcoming to foreigners (the least racist countries in Western Europe), whereas Italy is the most racist country in Western Europe. Didn't Iberia (well, Portugal in this case) host the largest slave trade in the West, with 40% of all slaves going to Brazil?

As for Anglo countries (the originators of actual racism), it's kind of a mixed bag. You hear a lot about the bad they did overseas and settler colonies, but then they promote diversity and multiculturalism more than other places. Some people say that these places are actually the most welcoming and inclusive places for foreigners, while others say they are the most racist places in the world.

What are the specific historical and cultural nitpicks that cause such thing?
