Animals will only be as intelligent as their environment demands them to be - anything more than that is a waste of resources. The weaver bird has to build these large, elaborate, housing complexes, in order to deter/thwart snakes, rats, weasels, cats, owls, and a host of other predators, from eating their babies and themselves. The demands of nest building also incentivizes large communities to work and function collaboratively. Whereas the average African can be safe and content with a mudhut and a small garden plot - their only real predator is other Africans.
