But it seems he played the hand he was dealt about as poorly as he could have. He should have tried to flee to the frontiers with the other emigres 1-2 years earlier when he had a much better chance of success if he had no interest in leading france to constitutional monarchy. I look at the decision to veto the anti-emigre law as such an obvious unforced error.
