It's similar in France. The generals and military were blamed but nobody paid attention that the civilian politicians, many of which continued their careers in the 4th republic deliberately hobbled the military. In an era when NCOs and specialist troops became even more important they were absolutely unwilling to increase the size of standing army. They also only allowed for one year draft for many of the interwar years as well as neglected making sure resources for reservist training were there. Then they started kvetching that the military organised itself around there deficiencies.

Yeah? No.
The only country that compares to Italy's terrible military disasters is Hungary losing the 2nd Army on the Don, but the Hungarians at least had the excuse of being denied any anti-tank weapons and abandoned by Germany, with infantrymen having to charge Soviet tanks with hand grenades.
Italy at it's best performed as terribly as Hungary at it's worst.

Honestly we kinda sucked tho.
Not the soldiers, they did amazing shit with what they had, but we didn't have the supplies to do war.
It started with no tanks, use the cheap shit light tankettes we have, finished with go to the Eastern front with boots that won't stand up to the weather.
But the Italian bersaglieri impressed even German officials, those guys were crazy af.
