Literally foreign policy 101 is that when espionage fails you disavow knowledge of it and call it a plot by your enemies to embarrass you. All they had to do was say "this was a plot of British intelligence, obviously we would never do something so outrageous" but they didn't do that because they SOMEHOW were so retarded that they actually believed Mexico would accept.
