Religion as a whole has been oppressed by an increasing trend towards secularization. It's more possible now to be an atheist than ever before and practically every institution that isn't explicitly religious is wholly secular. The only places where it's deemed inappropriate to express atheist views would be in a church during service and even then people would just roll their eyes at you. Open advocation of religious views in most workplaces is grounds for termination.

Atheism failed to gain popularity because atheism is socially inferior. It replaces a unifying belief with nothing. It replaces a shared moral and metaphysical framework with nothing. It has no imperatives or commands and generates no will except the will to make being an atheist easier which tends to manifest as resentment towards religious privileges.
