There's only rules against urinating in public areas, not about urinating outside in general. It's about public hygiene. If people just piss and shit wherever they want it turns public spaces into an open latrine and that's how you get India.

I piss outside on my property all the time, if I can't be assed to go all the way indoors to use a toilet. If I'm out in the woods there's no toilets anywhere, so you're expected to piss outside. Just, be polite and do it behind a tree or in a bush instead of right in the middle of the trail. Even dogs find a tree to take a leak against.
