Putin claims that all of Russias neighbours belong to their empire due to historical ties. Paine just gives a historical reading to show the context as to how Russia conquered neighboring territories and imposed their will on them. Places like Ukraine, Georgia and the Baltic states don't owe allegiance to Russia nor are there any brotherly bonds between them since their situations were forced on them with imperialist expansion of the Russian state.
