God's lordship was envisioned based on the contemporary human understanding of lordship at the time, which is why he rules with the advice of a council. There is no polytheism though, the council is made up of angels and later of saints and God is not bound to their advice.
A bunch of dogmatists got it in their head that Yahweh is so great you should pretend the other gods aren't divine and never talk about them, and if you don't you're an impious traitor to Jewry. They won the day. The same thing happened later with Christianity, everyone who questioned if Jesus was "very God of very God" got shouted down and assaulted for insufficiently revering Christ.
