The most evil country in the world is Nazi Germany followed by the Soviet Union and the Empire of Japan. All of these countries mercilessly killed massive swaths of innocent civilians and has large shares of their populations in labor and death camps. Before the 20th century, the technology for such large scale industrialized cruelty simply didn't exist yet, so they remain the top 3
