The only rigged outcomes were in Gore's favor. The networks called Florida for Gore before polls closed in the Republican-leaning panhandle region, suppressing tens of thousands of Bush votes. Bush's final margin was almost certainly *smaller* than it should have actually been.
The networks did the same thing in Wisconsin, New Mexico, Oregon, and Iowa, all of which Gore "won" by less than a 0.5% margin. So Bush's Electoral College margin should have been larger too.
