The American government does what it wants and the people either like it or they lump it.The fact remains America was the closest ally of the USSR both prior to and after Pearl Harbor. Arguably, America remained the USSR's closest ally in the Cold War as they assisted in most of its endeavors (foundation of Israel, defeating the British in Egypt, global decolonization, overthrow of Rhodesia, etc. etc.)
