You just need an inverted surveillance state where every single elected representative and government employee voluntarily forfeits any expectation of privacy upon taking the job. Have a separate secret police force that spies on all of them openly so they behave better, but also have a separate secret police that spies on only the regular secret police so everyone with the power/guns is under surveillance. Besides that ordinary people can be left alone. Then and only then can you have any sort of government distribution of property.

Nobody is cool or self-aware enough to admit this, but aggressive land/property seizures and wealth redistribution campaigns have been the hallmark of basically every countries successful transition into a modern industrialized nation. The kings, the nobility, the aborigines, had their shit stolen, and millions of people were effectively relocated, reeducated, and reappropriated with said stolen shit.
