Is it true Esperanto was almost the global lingua franca, but France threw a hissy fit and wanted French to be the lingua franca instead? I also heard that Esperanto was becoming popular in the USSR until Stalin axed it for whatever reason.

It's just way too bad, no matter what the proponents say. It basically allows 1:1 translation from several languages, and that's all it can do. It isn't a complete language that can be used without using another language as the basis for the translation. And children just won't learn it completely, so it can never become a primary language of any community.

It's just too bad is an answer. It has never come close to even being seriously considered, it has been proposed by enthusiast on some occassions, and there is little evidence that any major number of people could even really speak it. As I wrote above, even children who were intentionally brought up with esperanto usually ended up with only partial knowledge, and spoke a simplified version.

Yikes. But the answer is no. While there were many prominent figures publicly advocating the use of Esperanto (like Leo Tosltoy, some early Soviet and Chinese revolutionaries, one Japanese diplomat etc.) it never translated to actual institutional support. The League of Nation also once "recommended" using Esperanto for diplomatic purposes, but nothing more.

In fact, that was what Esperanto activists were complaining about - all those public figures would keep saying "Esperanto good", but they wouldn't do anything beyond that, nor would they learn it themselves. Then WW2 came, the Soviets and the Nazis took over mainland Europe (where Esperanto was strongest), and that put an end to the chances of Esperanto ever being officially adopted anywhere.
