In what sense? In Buddhism you have multiple lives to become enlightened, not everyone has to be a monk.

Compared to Jainism (which spawned from the same Shramana movement as Buddhism) it isn't very hardcore at all

Lay followers (anyone that isn't a monk or aspiring to be one) just have to follow the five precepts, which prohibit stealing, killing, lying, sexual immorality, and consuming intoxicants (alcohol)

Even then, when have followers of any religion perfectly followed their religion's ethical teachings to the letter?

Because it largely did not. Four Emperors across centuries does not equate to Chinese culture being antithetical to Buddhism. Buddhism flourished in China far longer than it was ever persecuted, not to mention the fact that it was not the only belief system that faced persecution in China, as even Confucians and Taoists faced state repression on occasion. I wouldn't call those antithetical to Chinese culture either.
