It's the most plausible theory if you're a scientific reductionist. You don't have to explain how consciousness emerge since it's fundamental and you get to keep the insights of neuroscience. However, the combination problem (or decombination problem if your a cosmopsychist) may be a reason to be suspicious of the theory. Also, panpsychism is a meta-theory of consciousness (e.g. where is consciousness), so you'll still have to answer it's relation to material properties. So, you can be a dualist (substance and property) panpsychist or an idealist panpsychist or a neutral monist panpsychist etc... But, it should be noted that the two major theories on substance (Substratum and Bundle Theory) say that it is logically only possible to have substances to have only one property. Which makes neutral monist/property dualist panpsychism less likely.

Now from my perspective I'm personally a substance dualist and not a panpsychist. I find panpsychism to be unintuitive and believe emergence to be possible in the natural world.

Further, all the evidence we have suggests that something without a brain or a nervous system, or some analogous system can not have consciousness. Rather, these are emergent properties of certain biological systems, at least in the present material world.
Again, if you can produce a verse that says a painting has a soul, I'm all ears. Otherwise, I suggest you grow up and stop playing make believe. Also, you're brown.

What you should want to say is that parts of consciousness exist in the basis for consciousness. There is carbon in the brain, and there is carbon in rocks. So it should mean some advanced complexity, a part of consciousness, is located in the basis for reality. But it is also not clear where in the matter consciousness lives. It's like the word "soul", or "spirit", it doesn't point to something material in a clear way. So really in using "consciousness" to describe things that we measure it can be determined incoherent for the scientific purpose. The problem is a lack of a explanatory concept which can distinguish the particular features of consciousness relational to it in the basis of reality also, and which are also testable in repetition. No one on /his/ has done research like this, not me, certainly not Cult of Passion.
