Perhaps because northern Europe was full of hostile tribes, swamps, and forests whose Romanization was as "easy" as the Romanization of Great Britain? (See the Boudican Revolt and Hadrian's Wall.)

Furthermore the further north the Roman legions went the colder the climate they encountered ,the exact opposite of the Germanic forces advancing south.
