This is why democracies are not governed by the common people, but by a small capitalist elite. Idealistic democracy would be anarchy. Practical democracy is a mercantile dictatorship, as opposed to a military dictatorship (fascism), an aristocratic dictatorship (monarchy), a clerical dictatorship (theocracy) or an academic dictatorship (communism).

Monarchism was also the wrong system to rule Mexico, for it's regional elites, petty bureaucrats, rebellious peasants and upstart workers and won't abide by a system that doesn't either give them a seat at the table or respect their rights and priviledges. Iturbide was chased out by an angry congress. Santa Anna failed to defend the nation against foreign invasions. Maximilliam was a foreign prince too conservative for the liberals, and too liberal for the conservatives. Porfirio kept the peace but grew old and couldn't pass on his legacy. The revolutionary caudillos killed one another.

The only system that gave political stability and peace to Mexico was the PRI, the party that ruled for 70 years and built modern Mexico. The Perfect Dictatorship
