Hispania was the first region of the Roman Empire outside of Italy to which an emperor granted the ius Latii (Latin rights) on a massive and unified scale. This historic concession was made in 74 AD through Vespasian's Edict of Latinity. Previously, Latin rights had been granted individually to specific cities (such as the colony of Carteia in Cádiz in 171 BC, the first Latin colony outside of Italy). However, Vespasian's measure marked a milestone by encompassing an entire provincial territory. Following the experiment of mass assimilation in Hispania, other emperors (of Hispanic origin) applied this same formula to Romanize the western provinces, although never again in such a radical way or on such a vast provincial scale.
