Could some illiterate archaeological cultures have been protostates? Not anything fancy but something akin to historically attested tribal confederations or nomadic hordes. Oftentimes there comes an image of local village councils or egalitarian anarchy when reading the descriptions of society, but then they have things like hillforts and a lot of military equipment, and graves rich in burial goods.

I guess. Though calling a nomadic horde or tribal confederation a proto-state frankly dilutes the term to meaninglessness. Nearly every attested human group reached that level of organization. And being warlike doesn't necessarily exclude relatively egalitarian social arrangements for the in-group or the institution of councils.

The Gathas are geographically situated in Afghanistan and dated to around 1000 BCE , though. They weren't Andronovo. They were evidently closely related to the Vedic Aryans.

Besides, having a big man type leader doesn't actually make the arrangement a state.

oldest gathas (ie what would've been actually "written" by a zoroaster) describe tribal life like that of andronovo or similar
