Albert Speer developed the Ruinenwerttheorie (Theory of the valued Ruins) which stipulates that only large and monumental buildings would produce "valuable" ruins for the future. He was inspired by the ancient roman ruins and this thought was considered for their building projects. The rest is just big = good & impressive
And don't forget that the NSDAP was also quite futuristic in many regards: broad streets for the eventual proliferation of the cars wasn't anything new by the 1930s.

Already in 1881 Berlin dropped out of the Province Brandenburg and became it's own governmental district.

It's supposed to mean that Berlin was never supposed to be a big city under the Zollern. Frankfurt should have remained the capital, but Prussian autism undid that

What? Brandenburg was the capital of the Kingdom of Prussia and the Hohenzollern had their main residency there. In addition to all the other stuff they had built like the Berlin Cathedral or the Building Academy of Schinkel.

It was only ever the capital of the German Confederation and only so because it was on "neutral" ground as it belonged to none of the larger german states and was situated quite convenient.

It's pretty much just this vertical cental bit in the photo and that area around the big pool on top left that would have been new Adolf & Albert designs.
Berlin Zoo, Kaiser Wilhelm Church and the Victory column (moved in the 1930s) are off frame on the left, and the museum island, old town hall and that big red brick station are somewhere on the right.
The Reichstag and Brandenburg gate would also remain in their place, surrounded by the new stuff.
The only significant landmarks that I can think of that would have been demolished are couple of those old train stations and the Kroll opera house, though my point of view is very WW2 centric so I'd appreciate if anyone can point out any other landmarks that would have been in the way.
