It could have turned into a whole Beria situation but with the added dimension of bizarro religious justifications too.That being said, he was considerably less charismatic than Hitler and it's unlikely Germany would have remained united under his rule.

Under Rohm and his SA the Nazi party would have turned into some kind of paramilitary homosexual nationalist outfit, dominated by the Brownshirts and other street thugs. I doubt that it could have come to power in quite the same way, particularly considering Rohm's hatred of democratic politics, and it would probably have barely been remembered in the 21st century (outside of German Political History autists) and would have been seen as a very aggressive and gay criminal gang/terrorist movement in early 20th century Germany that was probably just a sign of how bad things had gotten in the Weimar Republic.
