Because it doesn't and we can see it's even benevolent to humans, it's evidence of consciousness's fine-tuning and a God / divine designing force.

A consciousness, which isn't dominated by an unreasonable, uncasuable amount of random pain, is one, which naturally evolved, because that is conducive to it's success. I suppose a consciousness that wouldn't be in pain or feel tormented is one that'd best work in evolutionary survival, since it'd mean that person is less likely to develop self-harming behaviour. Evolutionist could also argue that such a brain would have lost in evolutionary competition, because highly-stressed animals tend to not live as long or produce as many offspring.

It can be artificially imposed in the form of torture or it can occur naturally in the form of chronic pain. There is also mental illnesses such as paranoid schizophrenia or body dysmorphia or late-stage dementia, which cause unceasing mental agony for no practical reason. There are millions of people around the world who live in a constant state of torment because something in their body or their mind just stopped working properly.
