A singular notion of one "black" race is only really useful for Africans when they think of themselves as a whole in relation to whites. Decolonization has greatly reduced that framing's relevance. For Rwanda and the DRC, it matters little that some white dude in Kansas would call both the Hutu and Tutsi black. They see themselves as distinct, and that has been the more important factor driving central African ethnic politics and conflict.
