It is the only part of the USA that lies south of the equator. It was partitioned on 12/2/1899 concluding the 2nd Samoan Civil War between Germany (now Samoa) and the USA (American Samoa). The name Samoa means "holy center." Its capital is Pago Pago and its capital is Fagatogo. It has a population of 42.3k and is 77 square miles in size. Previously the home of the widespread Tui Manu'a dynasties, Samoa was first sighted by the Dutch in 1722 and named the Baumann Is. Visits were infrequent. A 1789 incident where many of Laperouse's crew were killed earned it the name Massacre Is. Missionaries arrived in the 1830's. In 1872, the USA negotiated a naval base on Tutuila in exchange for friendship and protection. They nearly came to blows with Germany in 1889 before a typhoon conveniently averted conflict. The last sovereign, Tui Manu'a Elisala, signed a Deed of Cession in 1900 following US naval pressure. The islands prevented any deaths during the Spanish Flu epidemic due to quick response from Governor Poyer. German Samoa on the other hand had a 90% infection rate which resulted in 10% of all children dying. Because marines outnumbered natives, they had a large influence on the local culture. American Samoa is self-governing despite being unorganized under its own 1967 constitution. It rejects the UN label of non-self-governing territory. The two Samoas have marked differences in culture, with American Samoa preferring football/baseball to rugby/cricket for example. Which is a shame because Samoan rugby teams are basically invincible. American Samoa continues to refuse birthright citizenship, a federal district court, and it has its own immigration system. It also has refused attempts to reunify with Samoa. This is the only one of the 5 inhabited US territories where the people are not automatically granted citizenship at birth. Instead Samoans are "US Nationals" who can freely travel to the mainland and apply for citizenship, but as a national they have no right to vote, hold public office, or serve on juries. And like all people living in the territories, including resident US citizens they have no voting representation in congress (just a single nonvoting congressional "delegate" who can serve on committees and introduce bills but cannot vote on the floor of the house, and no senators) Territories also have no electoral votes so they cannot vote for president.Despite their status as second class citizens, residents of the 5 territories have disproportionately high military service due largely to the lack of economic development but high cost of living on the islands (partly because of the jones act, its own separate can of worms). American Samoa in particular is noteworthy for having the highest per capita military participation rate of any state or territory. Despite this, due to its remoteness veterans services on the island are quite poor, and veterans regularly have to travel 2500 miles to hawaii for medical care. It also has the highest per capita mortality rate of any state or territory due to lack of medical care and extremely high obesity rates.
