Contrary to popular belief, the Germans were seen as slackers and was almost the exact opposite of today's hyper-efficient image. Germans were often characterized as overly sentimental, dreamy, slow-moving, unorganized, and prone to heavy drinking and leisure. Foreign observers routinely described them as a nation of poets, philosophers, and unhurried peasants divided into hundreds of fragmented states. It was not until the Prussians put some discipline in it that the modern steriotype was born.

German artisanship was highly sought out, some German States made a business of lending entire armies worth of mercenaries and they were considered highly religious and/or spiritual (hence why German fairy tales overshadow much of the rest of Europe's). It's true to some extent that Germans were not associated with obedience, but they were certainly not seen as a bunch of unruly peasants.The reputation for poetry and philosophy only became a thing in the early 18th century and was quickly replaced by the Prussian Image in less than half a century.

By the time of the German Confederation this wasn't practiced anymore. Anyways the draft for those leased soldiers wasn't even random in the 18th century, as they were the regular soldiers of a given state which were simply conscripted or volunteered.
