Many Confederate ports were closed by seizing the coastal forts, effectively shutting down anything. Unfortunately, the Union was defeated in several larger campaigns, both militarily and politically, like with Burnside in N. Carolina. The whole point of the Andacanda was to hit them everywhere and squeeze them dry, there wasn't an exclusion of effort. Plus, industrially, taking Virginia and the Tennessee Valley was far more important than a billion square miles of southern Alabama swamp. Drive through that part of the world sometime, even today it's fucking miserable, why drop huge armies down there?

What happened in OTL was that they were allowed to concentrate their forces there. The southern plan splits the Confederate forces and destroys them in detail.
