If you just define woke as "movement towards greater social equality or relaxing of norms" then it's always been going on.

But defined as "mass hysteria/psychosis based on things people universally know to be untrue but pretend to believe for the sake of political correctness or warm fuzzy feelings" then it has to be the 1960s.

1965-1966 is when you get Lyndon Johnson promising the country "it's totally fine to get integrated and flooded with hundreds of millions of feral savages, because they'll receive a good education which will make them just as civilized as you and me."
Then he commissions the Coleman Report to find out if that's actually true, and they report back NO, it is emphatically untrue. Educational resources and student achievement have no correlation. It doesn't matter how hard you work on kids, they turn out like their parents and how they were raised.
