Mariano Rampolla, who wanted to significantly liberalise the Church, was initially elected by the 1903 conclave, but it got veto'ed by (Polish) Cardinal Puzyna on behalf of Emperor Francis Joseph of Austria-Hungary, who got gaslit into using the veto by his (also Polish) Foreign Affairs Minister Goluchowski.

Rampolla wanted to push for national languages to be used in the liturgy in place of Latin, in particular in the Russian Empire, which would in exchange provide logistical support for the Catholic missions in China. Most of the Catholics in the Russian Empire were Polish, of course, so this was really about helping the Tsar russify the Poles by making them attend Mass in Russian. Austro-Hungarian Poles nuked that, and instead of the liberal Rampolla we got the very conservative Sarto (Pius X).
