By the same logic, you could (even more rightly) argue that Meds have no independent culture because the Greeks and the Romans worshipped mostly Indo European Gods, had Indo European political structures (warrior aristocracies) and spoke Indo European languages. The deepest roots of their culture came from the North. Besides the point that they also got the features of civilization (stone building, scripture) from the outside. Somehow Greeks adopting scripture from the Middle East makes them civilized, but the rest of Europe adopting it from the Greeks makes them barbarians. Greeks were influenced by Oriental architecture and art and they made something new out of it. Later Northern Europeans were influenced by Greco-Roman architecture and art and made something new out of it, erecting the greatest and tallest structures that humans ever erected. Same thing with "Greek science" and "Greek philosophy": Greeks also took influences from the Orient, and they built upon them. The Greeks being the first ones doing philosophy and science in Europe doesn't make philosophy and science inherently Greek. Most of great science, mathematics, philosophy was produced in Northern Europe. Most of the great inventions of humanity happened there. The scientific revolution mostly happened there (Copernicus, Kepler, Newton, also Descartes if we count France). The industrial revolution, the most consequential event in human history next to the birth of agriculture happened there. Modern civilization, which is something completely different from "civilization" before, was born there.

Romans themselves were hugely influenced in their administrative practices by the Hellenistic Orient, and the Roman influence on medieval state formation is mostly a meme (these structures formed organically, and Roman law often was used as a justification). Roman law has some importance, yes, but Roman law is itself influenced by the Orient (think of middle eastern figures like Ulpian), and later Northern Europeans built something completely new on it, and our modern associations with Roman law are to a certain degree 19th century german pandectist inventions. This absurd idea that earlier influences somehow negate later progresses (which is just used against Northern Europeans) can be played against anybody, apart from the first stone age people. And so we end up with the conclusion that stone age art is the greatest art ever, because all later art built upon it. So yeah, the argumentation is absurd. Nords played a big role in the foundation of Europe as a cultural sphere with the Indo Europeans. You can trace the European tradition of Individualism (which is the cornerstone of European culture) back to them. Also most of the languages and the ancient pagan religions. Then Nords played the central role in establishing medieval european civilization and also producing modernity, the most transformative era of human civilization. And it's also disingenious to divide Europe in North and South, while treating much more heterogenous cultural spheres like India, the Middle East or East Asia as one.
