How did the Vietnamese kill more people than fought in the war?
It doesn't say that, it just gives the average front line strength for a year. If the Cambodians lost 20k men a year (hypothetically) but their front line strength remained steady at ~30k men then it'd say 30k not however many people were actually at the front lines that year in total.
