I'm not sure what instances you are referring to. As far as war is concerned God on multiple occasions tells his people to just kill everyone, including children, so it's not like they're collateral or something, they're targets. Outside of war, God kills all the first born of Egypt which would include at least some children, when he floods the earth he kills everyone, and presumably some children are part of "everyone". He kills 70,000 people to punish David for taking a census(that he made him take), again seems like at least some of those 70,000 would be children. He killed David's child with Bathsheba, and not even quickly. He made it sick for week before it finally passed, David praying for him to stop the entire time. He's perfectly comfortable killing children.
