While Zenobia gets the coverage, it was her sons who were declared Roman Emperors, their armies were largely Roman legions and officers with leadership behind focused in the hands of the Palmyrenes. Gaul was completely Roman ruled and lead, they did not want to exist as a seperate state and actively believed in only a single state. Aurelian did not so much ‘conquer’ them as he effectively negotiated their settlement and acceptance of him as the legitimate emperor. In return everybody got a pardon and continued to have the positions they once had. Even in the worst case scenario, the Roman state that ruled Italy would still be the dominant state of all three

Also relying on cataphracts seemed like a safe bet until Aurelian decided to use some unorthodox tactics and hired Palestinian clubmen to deal with heavy cavalry. Gothicus already enjoyed a great reputation despite the brief rule, because he was not assassinated (although I believe he was by Quintilius' agents) and he was fairly easy going especially compared to Aurelian. I don't think Aurelian was cruel, but the corrupt senatorial families he partially purged certainly thought so.
