Is there a historical-developmental reason why Czech gun laws are the laxest in all of the EU? (I know Switzerland also has liberal gun laws but they are not in the EU proper).

Coming out of the Eastern Bloc as a poor shithole with a meagre economy one of their more successful sectors was small arms manufacturing and allowing people to buy guns is a good way to stimulate that sector. You see a similar phenomenon in Austria.
