By medieval understanding, only the german-speaking parts were part of the german nation. Some emperors adressed the "Holy roman empire of the german nation" as in, only the german parts. The rest were considered their own nation (bohemians for example) or it did not matter. The empire itself is explicitly supranational and in theory claims rightful rule over all christendom.
