Pretty much anytime a specific historical figure is directly referenced in the Bible, however, the purpose is to make connections between their behavior and the moral of whatever particular anecdote or story the chapter is concerned with. This is done either directly, by contrast, etcetera. It is especially common with historical leaders, which the Bible almost categorically condemns or assigns as a metaphorical scourge for Israel's misdeeds, depending on the era and their relationship with the Jews of course. The NT carries over this distaste, but it makes it much less specific, near categorically rejecting the importance/spiritual guidance of worldly kingdoms and their rulers. Why they do this should be fairly obvious, but until the integration of the Church into the Roman and later European political systems, their sermons no-doubt contained harsh judgements for those that ruled over man. You would actually see a return of these tones during the reformation, just with a different target. It's part of why they were persecuted by the Romans. These persecutions were always sporadic, however, because though their rhetoric may have been slightly inflammatory, their behavior and general presence in the Mediterranean was docile. No one was able to summon enough political will to completely wipe them out, as they generally were functional members of the imperial system, but they had enough in the way of optics to occasionally draw the ire of imperial authority. Ironically enough, the final and most expansive pagan persecution of the Christians is likely why Christianity took such a harsh stance towards all other henotheist/polytheist traditions at the close of antiquity. So in a way, it is the fault solely of the pagans that Christianity became the mainstay tradition of western civilization. Sort of recolors these verses that are supposedly about Antiochus IV.
