If you're a dumb editor it makes sense, because MM has always been a goofy "nobody knows this guy outside the comics" kind of character while Cyborg could add a dash of non-alien color, but like you said, the guy was a Teen Titan first and foremost. He doesn't really work on his own because he just doesn't have that much going for him. If you want to have a B-lister become a founding member of the JL you better have the writing to back it up (like the DCAU did for Hawkgirl).

Even the otherwise great animated show had trouble using him well. He's either Superman on steroids or the guy you just bring in occasionally if you need mind powers.

The only show I've ever watched completely was Young Justice (before they resurrected it and desecrated it, so it doesn't count and I'm not watching that shit), and that was my first exposure to him. It was my first exposure to Doctor Fate as well, and he was the only reason I went to see Black Adam and I was not disappointed in that regard. I know this all sounds pretty sacrilegious, but I swear I've been meaning to watch BTAS, Justice League, and Teen Titans, I just have a backlog of games to play, movies to watch, and things to read so long that I'll probably never overcome it. I did consider the cost of showcasing his powers, but I feel like with how big the budgets are nowadays, that really shouldn't be a limiting factor anymore. Spider-Man just had a telepath feature prominently in his last outing, and that turned out fine, the MCU had Vision, and X-Men was doing shapeshifting all the way back in 2000 with Mystique. I feel like it definitely can be done and done well if the team gives enough of a shit to actually try to make it look good. CGI as a whole has gone way down in quality since the early 2000s, though, so I do understand that reservation.

It certainly beats the pants of the movies story-wise, although that's not a high bar to clear.
