If I'm picking up what you're putting down correctly OP, what you're wondering about is an example of an artist using color as value. Ultimately, you'd have to ask the artist to get an exact answer as to their process but the general idea here is that the values are kept fairly tight around mid range, with highlights being dyed in teal and shadows in purple. The visual interested is generated by playing around with that rule, never keeping an object's base color that color alone (the piece is littered with layers of gradating, low opacity brushwork.) I also notice that reds and pinks serve as flourish for outlines, terminators, and bounce light. Why the artist chooses to have a specific value here or there is likely due to intuition.

Benjamin Bjorklund is another artist who plays around with this concept deftly. In picrel you can observe how the overall composition is dominated by a murky seafoam swatch, but in areas with sharp terminators and occlusion shadows he represents them with a mint green, as well as a bright orange when the shifts occur on the harlequin dane's black spots. He even chooses to represent the occlusion shadows of the highlighted thighs with a bright yellow.

Nice tips, but what I forgot to say is that I used to explain to /beg/'s with whats wrong with their art but they simply either don't get it so it kinda is fruitless too. I only give out serious long winded crit to those that are /int/ but need someone to point something out and even then they still might get bitchy about it (which would explain why they are stuck at /int/ level for years). So its really hit or miss. At the end of the day the artist has to accepts crit but also recongize when someone better than them points out crit and be open minded in taking that crit.
It would help if you either have an example image when you explain it to them but the best solution is probably redline but even then nobody really redlines anymore becasue everyone would gang up on you and I personally don't want to waste my time on doing a redline for someone who might not care or cant take honest crit. So sometimes I do a paint over to try and improve but I end up keeping it to myself.

instead of starting with trying to figure out what the intent of the original artist is, they bulldoze that intent to show off their superior taste and skill
obviously then the receiver won't be receptive to feedback and see the redliner as someone who's just looking to massage their own ego
