As someone who burned many bridges from 2019 to now and wasted lots of opportunities, are there any other alternatives to get an audience online with art outside of the "10k+ twitter/newgrounds artists" circle while still making a name for yourself?

I don't want to do webtoons, I don't want to draw for youtubers, and I don't want to get into the wasteland that is professional western comic book industry (especially as someone who doesn't want to share their real name). All I wanted to do was making manga-styled comics for fun, but doing so alone and without connections or support from other artists or people who root for you is frustrating.

Even really good artists often barely get any replies on twitter, while some dumb fucktards get all the attention instead.

Yeah. Go outside of "the circle." Circumvent it entirely and go direct to your audience. I did this by having a total meltdown online in a rather public way, but then coming back with a new account and foregoing all the traditional niceties of using hashtags and sucking up to other artists and doing all the follows and retweets that you're supposed to. Granted this only worked for me due to a variety of factors, one being luck and the other being that I paid to have my Twitter account verified, which pushes you to the top. I then drew a popular character that fans would often seek out for themselves via search or have recommended to them automatically by the algorithm because they were fans of the larger franchise to whom the character belonged.

Turns out that's all you ever needed to do, you never had to suck up to or pretend to like the mentally ill wider community of westoid artists.

You're not really asking if an artist like you can still succeed in 2026. You're asking for a guarantee before you expend the effort.

Stop wasting your own time here and be honest with what you want to achieve from posting online. Your current question has 2 realistic answers:
1. You won't get an audience.
2. Luck.

But asking "How do I promote my art online" will get you many many more answers. I don't know how or why you burned bridges, but if you don't like relying on reposts and shit, tough, learn to be humble and enjoy a smaller audience.
