It’s a bit complex but any character can be copyrighted as long as they are uniquely distinct and original and regularly appear in official media.
The media the character appears in is almost always copyrighted while the very character concept itself isn’t always fully copyrightable.

Technically, no. Copyright applies to works; the relavant part regardimg characters is right regarding derivative works, which varies by country. But even in the countries with the most restrictions regarding derivative works, the bar for a legally distinct character is low.
Characters can be trademarked - see also: Mickey Mouse, who is technically out of copyright, but is still trademarked.

What makes Eleanor public domain is that unlike most OCs she can really be used by anyone anywhere, commercial or non-commercial, with no permission or licensing needed.

Eleanor can be used as a good reference for anyone who wants to practice drawing but does not know what to draw. (Which is how I got much of these artist renditions from)

the name is good, although Eleanor doesn't fit with Von Copycat, and the mint green choice is bizarre, if it was more Copycat themed, it would be more satisfying, right now it's just a cat with an odd colour here and there.

It varies, but as little as name changes and some visual distinction. Going back to Mickey Mouse, he was just Disney's knock off Oswald Rabbit, made after he left the studio that had the rights to the latter. If you want a bunch of examples, go look at TV Tropes Expy page.

Some fun explanations:
Copycat is a pun on “copyright” because she is public domain. Anybody can “copy” Eleanor. And I made her a cat because the pun just works better that way.
I named her Eleanor because it is a name that has many nicknames for people to make character variants out of, as mentioned on the bottom of the image.
“Van” adds a ring to it by separating the names. “Eleanor Copycat” would just sound off.
The mint green is to make Eleanor distinct enough so that she is her own character and so that people won’t go “that’s just a normal cat” (she has her own lore so she is not a “regular” cat)
Mint green, white, pink, and light blue look very good together so I chose them for her color palette.

I am hoping that Eleanor can become a meme kinda like Pepe but without the controversies that made the original creator of Pepe try to stop people from using him. I like to see Eleanor as an anti-copyright symbol.

It should be very easy cause cats are practically meme symbols themselves.

Added character lore:
As a shapeshifter and interdimensional traveler, Eleanor is always traveling from place to place to go on adventures and to meet other characters. One of her favorite things to do is to become what she calls “The Copycat” a superhero that goes to different worlds in peril to save characters in the style of a Deus ex machina. Her main superpower is that she is able to “copy” the abilities of any important character or object she touches. She can also draw stuff to bring into use when needed.
