Is it all it takes to become a successful artist? There's no progress, no drawing made at all. There's no modelling involved. It's just stacking dozens of models on top of each other, and you didn't even make one.
How is it any different from writing a prompt? You didn't make anything in both of those scenarios.

Yeah, there isn't any process in this image. It's like showing a drawing, but with various filters over it, instead of the process.

I'd say it's closer to a collage, rather than a prompt, assuming he didn't model anything. He still would have found all the suitable elements he wanted for the scene, placed them exactly where he wanted for the look he wanted (along with the camera and lighting), and then played around with the rendering.

It's not as impressive as actual modeling or drawing, but let then guy have his digital arts and crafts fun.
