OpenToonz is a full fledged software that you need to install. This one is browser based so you can run it as long as you got a (modern) browser, it can even run on phone. Also since the creator is an animator who works in anime industry (he directed Sayonara Lala's Ending), he focused on putting out features that are useful in anime industry like storyboard builder, camera feature, and auto-inbetweening.
